Yerba City (1999)

In the future, everyone is addicted to a narcotic drug that wipes out all other emotions and desires. Claire, one of the few remaining people who are not addicted to the drug, returns to Yerba City trying to find a lost love. The city is empty apart from its drug parlours, where what's left of the population gathers in order to get their fixes, and the android attendants which maintain the parlours and administer the drugs.
